The Idaho School Safety and Security Office provides guidance, tools, and best-practice resources to support districts and schools in creating safe, secure learning environments. The materials below are organized into six key operational areas. Each section includes detailed documents, templates, and procedures to help school leaders plan, respond, and strengthen safety practices in accordance with Idaho expectations and national standards.

Threat Assessment & Prevention
This section provides foundational guidance for Behavioral Threat Assessment and Management (BTAM), alignment with Multitiered Systems of Support (MTSS), multidisciplinary team practices, and protective-factor data. Resources include Idaho-aligned BTAM manuals, national frameworks, and current youth mental-health trend data to help schools respond proactively to concerning behaviors and support student well-being.
Emergency Planning & Response Tools
This section includes hazard-specific procedures, planning templates, and after-action reports that support schools in strengthening their emergency operations. These resources provide practical guidance for preparing for a range of critical incidents and improving response efforts based on real-world lessons learned.

Idaho Standard Command Responses for Schools
The Idaho Standard Command Responses for Schools (ISCRS) offers four simple, universal commands—Hall Check, Lockdown, Evacuation, and Reverse Evacuation. This section includes posters, white papers, guidance documents, and FAQs to help school staff, students, and responders recognize and implement consistent emergency actions across Idaho schools.
This section includes Idaho’s full reunification framework, including operational procedures for request and release gates, student-holding processes, accountability, security SOPs, and general annex documents. Schools can use these materials to design, practice, and implement an efficient reunification plan following an emergency or evacuation.

This section provides access to current Idaho code, rules, and statutory requirements governing school safety. Topics include district and trustee responsibilities, prohibited behaviors, threat-related offenses, bullying prevention, and regulations regarding adult access, substance use, and student conduct. These materials are updated periodically as guidance evolves.
School Resource Officer (SRO) Resources
This section offers job descriptions, sample MOUs, training tools, youth-engagement guidance, and national best-practice reports for School Resource Officers (SROs). Materials support clearly defined roles, collaborative safety planning, and consistent expectations for law-enforcement partners working in school environments.

This section contains short tabletop exercises based on real Idaho school incidents. Each scenario can be completed in 10–15 minutes, helping staff improve situational awareness, identify policy or procedure gaps, and strengthen decision-making skills in a low-stress setting.
